N82 - New Springfield Parking Garage - RFQ CM at Risk
| The Massachusetts Convention Center Authority (hereinafter the “Authority”) is soliciting Construction Management at Risk Services for the New Springfield Parking Garage Project (the “Project”), a 1,000 car, 350,000 SF structure and associated site improvements, with an estimated cost of $35,315,000 located at 41 Harrison Avenue, Springfield, MA, in conjunction with the designer Desman-KVA and the OPM Arcadis US. In accordance with Massachusetts General Laws, Chapter 149A, sections 1 thru 13, the Authority is seeking a highly qualified and competent Construction Manager to provide both preconstruction services and to implement the construction, between the Fall of 2022 through Fall of 2023. The Authority will use the CM at Risk, M.G.L. c. 149A process. This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process as set forth in M.G.L. c.149A. The Authority is prequalifying firms interested in providing public CM at Risk services for the project through this RFQ process. Only those respondents deemed qualified will be invited to submit a proposal in response to a detailed Request for Proposals (“RFP”) which will be issued in the second phase of the procurement process. Firms interested in being prequalified must demonstrate that they have prior experience as a CM on at least three CM at Risk projects and have completed at least one project of a similar cost, complexity, type, and size as this project identified above. The prior CM at Risk projects must have been completed within the last ten (10) years.

Hynes Fire Protection and Plumbing Q05
| This project includes, but is not necessarily limited to, replacement and upgrade of existing
Plumbing, Electrical and Fire Protection (FP) systems at the Hynes Convention Center in
Boston, as described in the Contract Documents. Provide all labor, equipment, implements, and
materials required to furnish and install all Plumbing, Electrical and Fire Protection (FP) work
(complete and operable) as shown on the drawings and as noted in specifications. The contractor to also coordinate the installation of new software for this project and ensure that there is a seamless transition of the existing Plumbing, Electrical and Fire Protection (FP) systems to the new one with no interruption in building operations.
A pre-bid conference will be held at 10:00 AM. on Wednesday, June 29, 2022, onsite at 900
Boylston Street, Boston, Massachusetts. Bidders will have an opportunity to visit the site of the
work after the pre-bid conference. |

P72 - Cypher Street Soil Remediation
| This project includes providing all labor, materials, remediation processes and equipment for the soil remediation at Cypher Street, in Boston, which will be open to traffic and operating during construction; all as more fully set forth in the Specifications and Drawings.
The work will be performed in accordance with the requirements of the Toxic Substances
Control Act (TSCA) and the Massachusetts Contingency Plan (MCP). Qualified bidders shall
have prior experience at a minimum of three sites involving the successful remediation and offsite disposal of polychlorinated biphenyls (PCBs) in soil and performing TSCA decontamination procedures, and a minimum of three sites involving excavation and backfilling, and paving. The work is anticipated to be completed between August and November 2022, and the value of the contract has been estimated at $440,000.
Bidding procedures and award of the contract will be in accordance with the provisions of
Section 39M, inclusive, of Chapter 30 of the General Laws of the Commonwealth of
Massachusetts. No DCAMM certification required. |
