MMC Ice Plant Chiller Replacement (S19/S24)

The Massachusetts Convention Center Authority (the "Authority") will receive sealed general bids for the MASS MUTUAL CENTER MMC Ice Plant Chiller Replacement (S19/S24) at the Administrative Offices of the Authority at 415 Summer Street, Boston, Massachusetts 02210, until 12:00 p.m. local time on November 6, 2025, immediately after which, in a designated room, the general bids will be opened and read publicly. 

Filed Sub-Bids for this project are as follows and shall be hand delivered to Administrative Offices of the Authority at 415 Summer Street, Boston, Massachusetts 02210, until 12:00 p.m. local time on October 30, 2025, immediately after which, in a designated room, the filed sub-bids will be opened and read publicly.

1. Electrical

The work of this project in Springfield, Massachusetts includes, but is not necessarily limited to, replacement of the MassMutual Center Ice Plant, which is approximately 22 years old and is approaching the end of its useful life. The existing system utilizes R-22 refrigerant, which has since been banned from domestic production or foreign import due to the Clean Air Act and has experienced unpredictable price fluctuations along with its very high global warming and ozone
depletion impact. A new refrigerant, CO2, has been selected for use to be used by the new packaged chiller skid equipment as part of this new work. Two (2) chiller skid packages with integral equipment, 40% Ethylene glycol pumps, two (2) rooftop mounted evaporative condensers, condenser pumps, condenser holding tank, condenser water treatment,
expansion tanks, 40% Ethylene glycol feeder skid, refrigerant monitoring system and associated equipment/accessories serving the ice plant will be demolished, removed, replaced as part of this new work. The existing electrical switchgear in the Mechanical Room will be demolished and upgraded. In addition, a new 100% water,140°F Zamboni/Ice melt system will be installed. All as more fully set forth in the Drawings and Notes.

A pre-bid conference will be held on October 16, 2025, starting at 2:00pm at the MMC located at 1277 Main Street Springfield, Massachusetts. Enter the building at the Box Office entrance on Brue Landon Way. The pre-bid conference will be followed by a walk-through of the site.

It is highly recommended that prospective bidders also invite their rigging company to this pre-bid walkthrough as multiple crane picks may be necessary to complete this project.

Questions or requests for information, clarification or interpretation of the bidding documents must be submitted to bflynn@massconvention.com in writing in accordance with the Instructions to Bidders and must be received no later than 5:00 p.m. on October 24, 2025.

Each general bid on this contract must be accompanied by a copy of a Certificate of Eligibility issued by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) showing that the bidder has the classification and capacity rating to perform the work required. In order to be eligible to bid on this contract, a general bidder must be certified for the estimated project cost of $7,900,000 and for the following category of work:

GENERAL QUALIFICATIONS

1. The refrigeration contractor must have a minimum of three (3) successfully completed design, manufacture and installation of CO₂ refrigerated systems for ice rink application in United States within the last 5 years. References shall be provided on the bid form.
2. The refrigeration contractor must have an in-house service office. The contractor must provide warranty service for the agreed duration.

The Massachusetts Convention Center Authority (hereinafter the “Authority”) is soliciting Prime Contractors (DCAMM Roofing) and Filed-Sub Trade Services for the BCEC Roof Replacement project, a phased approach, to replace the low-sloped roofing system (approx. 280,000SF), with an estimated cost of $29,000,000 located at 415 Summer Street. Boston, MA. In accordance with Massachusetts General Laws, Chapter 149, sections 44A thru 44J, the Authority is seeking a highly qualified and competent General Bidder and Filed-Sub Trades to provide services to implement the construction, between the Summer of 2025 through Spring of 2027.

General Bidders (Prime), certified in the category of Roofing, interested in providing services for the project are invited to submit a Statement of Qualifications (“SOQ”) to the Authority. 

Filed-Sub Trades interested in providing services for the project are invited to submit a Statement of Qualifications (“SOQ”) to the Authority. Filed-Sub Trades are required for the following classes of work: Miscellaneous and Ornamental Iron ($1,200,000).
