Commercial Real Estate Advisory and Brokerage Services

The Massachusetts Convention Center Authority (“Authority”) is issuing this request for response “RFR”) seeking responses from qualified firms (“Offerors/Proposers”) to provide Commercial Real Estate Advisory and Brokerage Services.

The Authority seeks to establish a contractual relationship with a firm capable of delivering commercial real estate services on an as-needed basis to supplement internal capacity, provide specialized expertise, and support both ongoing operations and strategic initiatives. The firm shall demonstrate expertise in providing real estate advisory services described in the Scope of Services in the RFR, including experience providing such services to Massachusetts public authorities and state agencies. The Authority may, in its sole discretion, elect to award more than one contract pursuant to the RFR.

This RFR does not require the Authority to contract with any firm. The Authority, in its sole discretion, has the right to make no, some, or unlimited requests for services and does not guarantee in any way the amount of services that will be requested of the selected firm. The selected firm will provide the services to the Authority in accordance with the terms and conditions of task orders executed by the Authority and the selected firm. Such task orders will define scope, schedule, deliverables, and price for individual assignments. 

Individuals performing services for the Authority may be considered “special state employees” subject to the provisions of the Massachusetts Conflict of Interest Law M.G.L. c.268A.  The contract between the Authority and the selected firm will require the firm to certify, among other things, compliance with the Conflict of Interest law.

Mass Mutual Center Lutron Lighting Upgrades (S21)

The Massachusetts Convention Center Authority (the "Authority") will receive sealed general bids for S21 MassMutual Center Lighting Control System Upgrade at the Administrative Offices of the Authority at 415 Summer Street, Boston, Massachusetts 02210, until 12:00 p.m. local time on October 28, 2026, immediately after which, in a designated room, the general bids will be opened and read publicly.

The S21 MassMutual Center Lighting Control System Upgrade will replace and modernize the existing Lutron lighting control system primarily serving the convention center and event spaces within the MassMutual Center in Springfield, Massachusetts. The project will include replacement of obsolete lighting control equipment, upgrades to select lighting fixtures and dimming controls, associated electrical and low-voltage infrastructure modifications, and associated firestopping and ceiling restoration. Based on a prior feasibility study, the project will utilize a sole-source Lutron control system retrofit solution to maximize reuse of existing infrastructure and significantly reduce implementation costs compared to a complete system replacement. The project is intended to improve system reliability, maintainability, and
long-term operational performance while minimizing disruption to facility operations. All as more fully set forth in the Drawings and Notes.

A pre-bid conference will be held on October 14, 2026, starting at 10:00am at the MMC located at 1277 Main Street Springfield, Massachusetts. Enter the building at the Box Office entrance on Bruce Landon Way. The pre-bid conference will be followed by a walk-through of the site.

Each general bid on this contract must be accompanied by a copy of a Certificate of Eligibility issued by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) showing that the bidder has the classification and capacity rating to perform the work required. In order to be eligible to bid on this contract, a general bidder must be certified for the estimated project cost of $1,861,000 and for the following category of work:

Each general bid must also be accompanied by a Contractor Qualification Update Statement. Contract documents for bidders will be available on or after October 7, 2026, via the Authority’s website rfp.massconvention.com and each bidder may obtain the documents at such address, together with any addenda or amendments which the Authority may issue.

Bidding procedures and award of the contract will be in accordance with the provisions of Sections 44A through 44J, inclusive of Chapter 149 of the General Laws of the Commonwealth of Massachusetts.

Each bid shall be submitted and will be considered in accordance with the Instructions to Bidders and other Contract Documents and shall be accompanied by a bid deposit in the amount of 5% of the value of the bid.

The Authority reserves the right to waive any informality in or to reject any or all bids if it be in the public interest to do so. The Authority reserves the right to cancel this procurement at any time without liability to any bidder or other party.

The successful general bidder will be required to furnish a performance bond and also a labor and materials or payment bond as set forth in the bid form. Attention is called to the minimum rates of wages to be paid on the work as determined under the provisions of Chapter 149, Massachusetts General Laws, Sections 26 to 27D, inclusive, as amended, and as set
forth in the Contract Documents, which the contractor will be required to pay.

Massachusetts Convention Center Authority

This project encompasses the provision of all labor, materials, and equipment required for two distinct yet concurrent scopes of work: 1. The replacement of the existing pair of 242-ton outdoor dry coolers and their associated pumping systems with two (2) new 400-ton outdoor dry coolers; and 2. Replacement of the computer room air conditioning (CRAC) units, and the installation of backup cooling for the main Telecom Area C002. Both scopes include related
electrical work as well as various miscellaneous tasks such as demolition, masonry and concrete services, firestopping, waterproofing, damp proofing, caulking, louvers, and transfer of ductwork, among others.

The Authority will furnish copies of the Contractor Qualification Update Statement form to any bidder on request. Any bid submitted without the appropriate Certificate of Eligibility and Contractor Qualification Update Statement shall be invalid.

FILED SUB-BIDS FOR THIS PROJECT:
Electrical Work: $143,853

Sub-bids on this contract must be accompanied by a copy of a Certificate of Eligibility issued by DCAMM showing that the sub-bidder has been certified to participate in the public construction projects and to perform the work required. In order to be eligible to bid on this contract, sub-bidders must be certified by DCAMM for the class of work upon which such sub-bidders seek to bid, as well as certified for the estimated cost above. Each sub-bid must also be accompanied by a Sub-contractor Qualification Update Statement. Any filed sub-bid submitted without the
appropriate Certificate of Eligibility and The Update Statement shall be invalid and will not be accepted by the Authority.

This project includes providing all labor, materials and equipment necessary to provide specific concrete repairs for the Hynes Transformer Vault (Boylston St. vault) located in the sub-basement of the John B. Hynes Veterans Memorial Convention Center.

The work consists mainly of structural concrete repairs but are not limited to the main
vault room, it also encompasses repairs to the air intake and air exhaust vaults, the exterior surface above all of these vaults at sidewalk level, the removable access concrete slab located above the main transformer vault and repair of the opening edges, adjacent sidewalk repairs, repairs around the air exhaust vault grates, and adding access to the drive lane grating, sealing of joints, waterproofing, asphalt pavement repairs, protective coatings, construction temporary fencing, and other miscellaneous work as fully set forth in the bid documents.

A pre-bid conference will be held at 10:30 am on September 30, 2026, starting at the Main Building Entrance of the John B. Hynes Veterans Memorial Convention Center located at 900 Boylston St., Boston, Massachusetts. The pre-bid conference will be followed by a walkthrough of the site.
