Q04 - Hynes Carpet Replacement

The Massachusetts Convention Center Authority (the "Authority") will receive sealed bids for the Hynes Convention Center Carpet Replacement, located in Boston MA, at the Administrative Offices of the Authority at 415 Summer Street, Boston, Massachusetts 02210, until 12:00 Noon local time on 04/09/2025 immediately after which, in a designated room, the bids will be opened and read publicly.

 This project includes, but is not necessarily limited to, replacing existing carpet locations as shown on the drawings, with owner supplied carpet and glue and includes all trades required and all labor, equipment, materials, supervision necessary and incidental to the Work: remove existing carpets and pads down to substrate, remove all adhesive residue; level substrates (grinding or filling), install Owner-Furnished carpet as ‘direct glue down’ method of installation, and owner provided transition strips, as noted in specifications and drawings. The following available dates are reserved for this project: Level 3. May 26, 2025, to September 12, 2025, Any work outside of this period will be coordinated with and approved by the Authority. A schedule of locations availability will be provided by the Authority.

 A pre-bid conference will be held at 10:00 AM. on Wednesday, March 26, 2025, onsite at 900 Boylston Street, Boston, Massachusetts.  Bidders will have an opportunity to visit the site of the work after the pre-bid conference.

 Questions or requests for information, clarification or interpretation of the bidding documents must be submitted in writing to bflynn@massconvention.com and cc imetaj@signatureboston.com in accordance with the Instructions to Bidders and must be received no later than 5:00 PM, March 28, 2025.

Hynes Deferred Maintenance & Code Upgrades (R53)

The Massachusetts Convention Center Authority (hereinafter the “Authority”) is soliciting Trade Contractor Services for the Hynes Deferred Maintenance and Code Upgrades project, a phased approach that will be to upgrade Roofing, Skylights, Windows, Pumps, Boilers, Miscellaneous Accessibility Items, Restrooms, Signage, Stairways and Emergency Power Systems. The project is located at 900 Boylston Street. Boston, MA with an estimated value of $62,000,000. In accordance with Massachusetts General Laws, Chapter 149A, sections 1 thru 13, the Authority is seeking highly qualified and competent Trade Contractors to provide services to implement the construction, between the Summer of 2025 through Summer of 2028.

Trade Contractors interested in providing trade services for the project are invited to submit a Statement of Qualifications (“SOQ”) to the Authority. The Authority will receive SOQs electronically ONLY, through BidDocs ONLINE, until 5:00 PM local time on March 26, 2025. A pre bid conference will be held at 10:00am on March 17, 2025, starting at the Boyleston Street entrance of the Hynes Convention Center located at 900 Boyleston Street, Boston, Massachusetts. The pre-bid conference will be followed by a walk-through of the site.

Request for Qualifications documents will be available on or after Wednesday March 12, 2025, from the Authority website rfp.massconvention.com, which will direct you at BidDocs ONLINE. Each interested party may obtain the documents at such address [BidDocs ONLINE], together with any addenda or amendments which the Authority may issue.

Questions or requests for information, clarification or interpretation of the Request for Qualifications documents must be submitted electronically to BidDocs ONLINE and must be received no later than 5:00 PM, March 19, 2025.
This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process as set forth in M.G.L. c.149A. The Authority is prequalifying firms interested in providing public Trade Contractor services for the project through this RFQ process. [Be advised that this process is only for the trade bid scope of work only, (R53)]. Only those respondents deemed qualified will be invited to submit a proposal in response to a detailed Request for Bid (“RFB”) which will be issued in the second phase of the procurement process.

Provision of Special Security Services
 The MCCA requests proposals from security firms interested in providing Specialty Security Services for the Boston Convention & Exhibition Center, the Lawn on D, the John B. Hynes Veterans Memorial Convention Center, and the Boston Common Garage. The contract will require the selected Offeror to provide security staff to serve as the preferred contractor to the Authority for Specialty Security Services, including but not limited to, explosive and firearm detection K9 handling and screening, armed security details, executive protection details, tactical operations, surveillance services and other special security services as requested by the clients of the BCEC, Lawn on D, the Hynes Convention Center, and the Boston Common Garage. The Massachusetts Convention Center Authority (the “Authority”) requests invitations for bid
for purchase and install of Exterior Insulated Rolling Steel Fire Door for the Hynes Convention
Center, to replace existing roll up door, inclusive of all labor and materials to provide a
functional/operational roll up door, manual and electric operation.
Bids must be received at the Executive Office of the Authority, Attn: Brendan Flynn, Director of
Purchasing, 415 Summer Street, Boston, Massachusetts 02210, not later than 12:00 p.m. local
time on March 26th, 2025. Bid requirements and content are set forth in the Invitation for Bid,

Sealed Filed Sub-Bids for the same project for the sub-trades listed below will be received at the same office until 12:00 p.m. local time on March 12, 2025, immediately after which, in a designated room, the filed sub-bids will be opened and read publicly.   

 

The project consists of demolition and replacement of the outdoor condenser and the indoor evaporator serving the kitchen at the BCEC facility at Boston Convention and Exhibition Center (BCEC), which shall include, but not be limited to, partial demolition of existing systems; installation of new components; and repair and refinishing of all disturbed areas to match existing. 

 

A Pre-Bid conference will be held at 11:00am on February 26, 2025, starting at the North Plaza in front of the BCEC located at 415 Summer Street, Boston, Massachusetts. The pre-bid conference will be followed by a walk-through of the site.

Contract documents for bidders will be available on or after February 19, 2025 via the Authority’s website rfp.massconvention.com and each bidder may obtain the documents at such address, together with any addenda or amendments which the Authority may issue.   

 

Bidding procedures and award of the contract will be in accordance with the provisions of Sections 44A through 44J, inclusive, of Chapter 149 of the General Laws of the Commonwealth of Massachusetts. 

 

Each bid shall be submitted and will be considered in accordance with the Instructions to Bidders and other Contract Documents, and shall be accompanied by a bid deposit in the amount of 5% of the value of the bid. 

 

The Authority reserves the right to waive any informality in or to reject any or all bids if it be in the public interest to do so.  The Authority reserves the right to cancel this procurement at any time without liability to any bidder or other party. 

 

The successful general bidder will be required to furnish a performance bond and also a labor and materials or payment bond as set forth in the bid form. Attention is called to the minimum rates of wages to be paid on the work as determined under the provisions of Chapter 149, Massachusetts General Laws, Sections 26 to 27D, inclusive, as amended, and as set forth in the Contract Documents, which the contractor will be required to pay.

The project entails the renovation and refresh of existing office space for the Authority. The existing space is located at the MCCA Capital Projects office trailers. The project consists of new finishes for approximately 8,000 SF, reconfiguration and addition of office partitions, an enlarged office kitchenette and dining area, and a new family restroom.

 

A pre-bid conference will be held on January 03, 2025, starting at the trailer at 348 D Street, Boston, Massachusetts. The pre-bid conference will be followed by a walk-through of the site.
